Our mission
Our aim is to support city halls and the Poliția Locală (local police) in reducing crime through a better-informed community. A public safety map is not just a list of incidents: it is a transparency tool that raises residents' awareness, strengthens trust in the authorities and gives local public decisions a sound basis.
The major Western police forces, from the British police.uk model to the new generation of predictive maps, have turned crime data from a closed, internal tool into public prevention infrastructure. Romania has no equivalent today. MAI SIGUR is the first step towards that standard, adapted to the European legal framework and to the Romanian reality.
What the platform does
The platform gives the community access to information about crime and safety in their neighbourhood, through an interactive map. In this way we support community-oriented policing, raising residents' awareness and independence. On the map you will find:
- The official crime coefficient for each of Bucharest's sectors, with its risk level and how it has changed over time.
- A demonstration layer of incidents, filterable by category, area and period, which shows how the platform will work once it is connected to the Poliția Locală feeds.
- The option to set up safety alerts for an area of interest.
How we work with data
The information comes directly from official sources: documents and datasets published by state institutions. We apply two essential safeguards, following the model of the leading international platforms:
- Privacy: all location information is generalised to area or neighbourhood level, to protect people's privacy.
- Accuracy: the data is checked before it is published.
Our commitment
We will never collect information by scraping other websites or unofficial sources. The data comes only from official sources, aggregated and anonymised. Full details on the Methodology page.
Why ARSC
Unlike a national institution, ARSC already works within the ecosystem of local government (city halls, local administrative units, the Poliția Locală), exactly where a project like this can be launched as a pilot without depending on national reform. ARSC acts as the organiser and the link between administrations, technology companies and funding.
The project positions ARSC as a reference authority in smart urban safety and is aligned with the government priority set by the Strategia Națională de Ordine și Siguranță Publică 2023-2027 (Romania's National Public Order and Safety Strategy), which explicitly calls for regular measurement of how safe communities feel.
The public map as a crime reduction strategy
Making data and analysis available to communities helps the authorities keep the public informed, build trust through transparency and improve communication between residents and institutions. By lowering the barriers to using public safety maps, we contribute to a modern prevention strategy: from reacting to anticipating.
